Repeated proceedings – but which law shall apply?

The new law on the Procedural rules of tax administration proceedings (Act CLI of 2017, or “Air.”) has entered into force on 1 January 2018. Pursuant to section 139(1) of the law, as part of the transitory provisions, the provisions of the old law shall be applied to all proceedings started prior to the new law becoming effective, and to all repeated proceedings.

However, this sentence has double meaning, therefore it is difficult to understand whether the new law or the old law shall apply to repeated proceedings launched during 2017, given that the interpretation might possibly point towards both meanings.
